the sueños collaborative

Contract Monitoring, Santa Cruz County, CA

The Workforce Investment Act was passed in 1998. This law was passed to “consolidate, coordinate, and improve employment, training, literacy, and vocational rehabilitation programs in the United States.” The Sueños Collaborative provides WIA services to youth in Santa Cruz County. Dr. Irvine was hired by the Santa Cruz County of Education, the Human Resources Agency CareerWorks Division, and the City of Watsonville to monitor subcontracts with Your Future is Our Business and Barrios Unidos, two community-based organizations providing services to the collaborative. Irma Waugh, a doctoral student in the Social Psychology Department at University of California, Santa Cruz worked with Dr. Irvine on the project. As part of the contract monitoring process, Dr. Irvine and Ms. Waugh collected information on accounting practices, partnership relationships, and program implementation. This information was analyzed and consolidated into a final report. We do not provide public access to these reports, however, due to the confidential nature of the content.
